The position the author presents is that of art is ineffectual in
regards to politics and history. He supports that idea through most
of the passage with an example (Picasso’s Guernica) and elaborates.
Then, in the last paragraph, he questions that stance (and criticizes it)
by saying that art’s perceived powers are powers in and of themselves.
