The first blank will deal with either approving or disapproving of
lotteries. Think of the classical wisdom and the last part of the
sentence: it sounds positive—like it’s a good thing that lots involve the
gods, etc. So the first blank should mean a word like disapprove
(because he does NOT disapprove, so he approves), and the second blank
should be a negative word to describe game (because it is “far from”).
Condemn means disapprove, so Jefferson is not disapproving. And debased
is a negative adjective for game.
