If Town A, B, and C are in a line in that order, the distance from A to C would be 5 + 4 = 9 miles.  If the Towns are arranged in a line in the order A, C, and B, then the distance from A to C would be
5 – 1 = 4.  The distance from A to C can be 8 or 4 if A, B, and C are the vertices of a triangle.  However, the distance from A to C can never be 10 nor any number greater than 9 because the distance cannot exceed the sum of 5 and 4—as in the first case.  E is the answer.
