This is a very tricky problem because you're looking for the change in AREA.  A 60 % enlargement means that we now have a 160 % of the original or 1.60.  The 25 percent reduction means we take off the fourth leaving us with a value of 1.2 or 120% of what we originally started with for the sides of the photograph.  Since we're looking for area we must multiply each of the sides and 1.2 times 1.2 yields 1.44.  This means we have a 44 percent increase in the area of the original photograph. C is the correct answer.
