"The battery pulls away, the foghorn emits its lowing, but my being is engaged in a stubborn refusal to move. My parents put their hands on my shoulder consoling me for a moment they allow themselves to acknowledge that there is pain in this departure as much as they wanted it." That phrase incidentally harks back to Q27, but in this case, we're talking about her stubborn refusal to move. The only answer that approximates anything correct here is B, her refusal to accept the change in her life. She's not going to strike back at her parents, she doesn't want to become a Canadian citizen, and she's staying with her family, so that doesn't do with claiming her space on the crowded deck of the ship.
