Remember that anytime they split the values in the numerator, what you have to do is be sure and apply the denominator to each side of that split.  In this case it means that (X+1)/3 has to be split up into X/3 + 1/3.  And the value on the right, (1+Y)/6 has to be split into Y/6 + 1/6.  Well, in the set of rules it says that X/3=Y/6, so since those values are equal they cancel out.  Now, which is greater 1/3 or 1/6?  Since 1/3 is greater, the answer here is A.
