You want the smallest of four consecutive integers. So you have X, plus the next greatest integer would be X+1, the next greatest would be X+2, then X+3. So, you've got X+X+1+X+2+X+3=F. So, 4X + 6=F, 4X=F-6; therefore, F=(X-6)/4, and you have your answer at E.
